You stumble across a small but prosperous city that seems perfect in every regard. The people are happy, there is no poverty, it seems clean and vibrant and perfect... But something is not right. In order to maintain this perfect town, a single innocent child must be kept chained in a dark room, cold, filthy and miserable. The child must be kept alive, and if the child dies, they must find a new child to take his place. If not for the child who is kept in a constant state of misery and filth, the city will crumble; disease, hunger, war, every form of suffering will happen to the city, and hundreds, if not thousands, of people will die painful/uncomfortable deaths. What will you do?
Stay and live in the city. It is a paradise, with beautiful people and every luxury. You do not care for the child.
Free the child. No one should have to suffer such misery, not even for the benefit of others.

Investigate how this came about. You couldn’t care less about others, but you want to know the lore behind it all. How did this balance come to exist? How does it work?

A man begs to hide in your house carrying a child. He is clearly branded as a slave and is missing several fingers. He is old and looks as though a strong wind will steal him away into the night. You allow him in, if only to satisfy your curiosity. He explains that the police are after him for a crime he did commit—he kidnapped the child from an abusive household, to whom he had been indentured. You lead them to separate rooms and settle in for the night. However, the police are at the door. Somebody saw the man skulking around, and they wish to search the place. What will you do?
Stab them as a warning, infuriated that they dare bother you. If they do not immediately leave, you kill a few more until they do.
Say that no one is there and refuse them entry. You will not give up a man who acted to save the girl.
Give up the man. He did commit a crime and must pay for his actions. But when they ask about the girl, say that he came alone.

You are hesitant to linger on past betrayals. Better to move on and surround yourself with those you love. If the desire to know those secrets really bothers you, you will investigate and find them ideally without blood.
You work within the government, chipping at their structure till they crumble from the inside out. Better the enemy in the dark than the enemy they know.
You will investigate them from a distance, making every necessary kill clean.
Everything is permitted. You will bleed the world dry and burn it to a crisp so long as you get what is yours.
Everybody has secrets, and chances are you know more than they realise. You use every shred of information you have to bend the government to your will, uncovering the answers you desire.
The question is not how far you are willing to go. It is how far is the government willing to go to stop you.
