You need to start a new sentence each time someone speaks

You need a capital letter when a character begins speaking.

When a character stops speaking you don't need to use a punctuation mark because speech marks are enough

Punctuation marks go outside the speech marks

It is best for character speech to come first and then the narrator to explain who is speaking

Do not use question marks or exclamation marks in dialogue.
