Ito ay isang pribadong sektor na kabalikat ng pamahalaan sa pagbibigay ng tulong medikal sa mga mamamayan sa tuwing may mga kalamidad.
Ang ahensiyang ito ng pamahalaan ang nagbibigay ng agarang tulong o ayuda sa mga mamamayang nasalanta ng kalamidad.
Ang ahensiyang ito ng pamahalaan ang naghahanda ng mga paaralan na maaaring maging pansamantalang tirahan ng mga nasalanta (evacuation center) sa tuwing may kalamidad sa isang komunidad.
