€¢ The culmination of previous Tudor legislation to deal with the problems of vagrancy and poverty and moved towards making payments to poor relief in the parish almost compulsory.
What was the main reason for the Act being implemented?
€¢ The act came about as a result of intense and severe socio-economic crises between 1594 and 1598 such as cold weather causing a series of crop failures leading to famine, wages continuing to fall as prices continued to rise, prices of essential foods (e.g. wheat, oats, barley) rose to unaffordable levels and outbreaks of plague as well as food riots and rebellions in London, South East and South West.
