DOLE Phils who is the owner of the salvaged goods insisted that the articles should be cleared at the Port of Davao as this is the port where the goods should be originally entered if the wreckage did not occur. The Distict Collector did not agree to the contention of DOLE saying that since the goods are floating within Cebu, then it should be cleared at the Port of Cebu. Do you agree with the Collector?
