During the Create-Documentation Support state the publisher is responsible for reviewing and updating the MTD Doc form for accuracy, checking in the appropriate templates and editing the associated documentation.

The publisher will promote the package to the Create-Section Manager Approval state once the Originator and Publisher are satisfied with the edits.

In the MTD Process Flow chart the yellow boxes indicate Publisher states.

During the Clearance-Publisher state the Publisher will review all documentation associated to the package, verify the information on the technical documentation form, check for required attachments and make any final edits, as required.

SSDs with page changes need to be associated in DMS with the affected TI records.

Once a package is promoted to Section Manager Distribution Approval state it will remain in that state until the Section Manager approves the release of the document.

The Web or LEM Correction state is used for making changes to a document that is about to be released. The assigned publisher makes changes to documentation and LEM entries as required, and verifies the NAS Technical library.

Remote Monitoring and Logging System (RMLS) entries are completed when the SCM package is promoted to Section Manager Approval state.

New or revised Maintenance Handbook packages are held in the Maintenance Handbook Directorate state while coordinated with Labor Relations and Union Representatives for review.

No substantive changes can be made to documents in the Release-Add Signature/Print Web Prep/Final Print state.
