During the sponsor assessment the sponsor states her journey to the UC was very hard that she was kidnapp in Mexico and saw people get killed. Sponsor has been compliant with everything. How do you move forward.?

However sponsor keeps moving addresses and is non compliant with documents taking days to send them to complete case. How do you move forward?

Staff case, move forward with a new sponsor , you have safety concerns due to sponsor never reporting missing UC in the first place.
